What is it supposed to do to your eyes? make them pop out? or what?Why do people wear white eye makeup?

If applied properly it can draw attentions to your eyes and possibly make them look bigger/brighter.

I put white eyeshadow right under my eybrows because i wear heavy black eyeliner and the contrasting white makes it look even blacker

When you put eye makeup on the inside of your eye, it gives the illusion that your eyes are bigger.
