White eyeshadow all over the lid, extending above the crease a bit. Then a matte black eyeshadow from the outer corners and into the crease. Rim your entire eye with a black eyeliner pencil. Use a black liquid liner on your upper lash line and wing it out a bit. Curl your lashes and apply your favorite black mascara. Use a white eyeshadow under your browbone as a highlight.
