mac has this product called fix + its a bit on the expensive side but its so worth it. it sets your makeup and it can be used as a refresher too.

just put your shirt on before you put your makeup on, this happens to me too when I put blush on, or buy foundation instead of the powder...foundation dries on your skin and it doesn't allow the makeup to get on your clothes
